L.A. Moves To Put Karaoke Rooms on Pause With Emergency Ban

The booming karaoke scene in L.A.’s Koreatown neighborhood might have to hit pause, with a city councilwoman pushing an emergency ban on permits for new businesses and $75,000 going towards local police to enforce current conditional permitted businesses.

Councilwoman Heather Hutt, who represents the city’s 10th District including Koreatown and surrounding neighborhoods, introduced the motion Wednesday calling for a 45-day moratorium on new karaoke-room permits, with the possibility of extending the freeze for another year if needed.

“As the City has streamlined permitting for alcohol and related uses, the City no longer has a good sense of the unique requirements needed, nor the enforcement resources required, to ensure that businesses with karaoke rooms operate within the law,” Hutt stated in the motion filed Wednesday.

The proposal also seeks to direct $75,000 into the LAPD overtime budget to investigate suspected vice activity and enforce permit rules at existing karaoke establishments in the Olympic Division, which patrols Koreatown.

The proposed $75,000 would come from Council District 10 redevelopment funds and be transferred into the LAPD’s sworn-officer overtime budget to pay for vice investigations and permit enforcement.

In 2023, LAPD Olympic Division officers warned of widespread consequences if businesses did not correct their illegal after-hours operations, prostitution, drug activity and suspected tax evasion, according to The Korea Daily. The tax evasion was committed using credit card terminals registered under other people’s names.

The Korea Daily also reported that LAPD records showed 11 arrests at the address for selling alcohol without a license during the pandemic.

Under Hutt’s proposal, City Planning would work to develop new regulations governing karaoke businesses, including updating public safety requirements, ensuring worker protections and establishing operating standards.

The motion also calls for an urgency clause making it effective upon publication, putting the emergency ordinance into effect as quickly as legally possible once approved.

The proposed permit ban would not immediately shut down existing karaoke bars. Instead, it would temporarily block new permits while new regulations are discussed and police step up enforcement at businesses already operating.

The motion will now make its way to the City Council’s Planning and Land Use Management Committee for review. If it clears the committee, it would move to the full City Council for a vote before the proposed ban could take effect.
